I. First Step: Is Your Child Eligible to Apply as an International Student?
According to the Regulations on the Recruitment and Cultivation of International Students in Schools issued by the Ministry of Education, international students refer to foreign citizens without Chinese nationality who receive education at schools. Chinese universities implement independent enrollment, and each institution may set its own standards based on national regulations. However, applicants of two identity categories must meet additional unified eligibility requirements set by the MOE:
Applicants born with foreign nationality, with one or both parents being Chinese citizens
When applying for undergraduate or junior college programs, in addition to meeting the university’s admission requirements, applicants must also satisfy the following:
- Have held a valid foreign passport or nationality certificate for at least 4 years (inclusive);
- Have actually resided abroad for a cumulative total of at least 2 years within the most recent 4 years (before April 30 of the year of enrollment). Actual overseas residence of 9 months or more in one calendar year counts as 1 year, calculated based on entry and exit stamp records.
Applicants who were previously residents of the Chinese mainland, Hong Kong, Macao or Taiwan and obtained foreign nationality through immigration When applying for undergraduate or junior college programs, they must also meet the above "4-year nationality + 2-year overseas residence" requirement.
Note: Students born with foreign nationality to two foreign parents do not need to meet the above residence length requirement. They may apply as long as they meet the basic requirements such as academic background and age set by the target university.
II. General Basic Requirements for Undergraduate Programs at Chinese Universities
In line with MOE specifications and universal admission standards of universities nationwide, applicants for undergraduate degree programs generally need to meet the following basic requirements:
1. Academic Background and Age
- Academic background: Hold a high school graduation diploma or equivalent academic standing. Fresh graduates may first submit a pre-graduation certificate issued by their school, and submit the official graduation diploma before enrollment.
- Age: Undergraduate applicants are generally required to be at least 18 years old, with an upper limit of 25-30 years old at most universities, with slight variations across institutions.
2. Language Proficiency
Requirements are divided into two categories based on the language of instruction:
Chinese-taught programs
: Most universities require Level 4 or above in the Hanyu Shuiping Kaoshi (Chinese Proficiency Test, HSK), and some institutions accept applications with Level 3. Students who do not meet the language requirement may usually enroll in a one-year Chinese preparatory program first, and start their major studies after passing the corresponding HSK level.English-taught programs
: Generally require proof of English proficiency such as IELTS or TOEFL scores. Students whose native language is English are usually exempt from language proficiency requirements.
3. New Academic Proficiency Requirement Starting from 2026
Starting from the 2026/2027 academic year, students applying for Chinese Government Scholarship undergraduate programs must take the Undergraduate Admission Academic Test for International Students Studying in China (CSCA), and submit a valid score report as a required application document.Some universities have also included CSCA scores in the application document list for self-funded undergraduate enrollment. It is recommended to confirm the latest requirements of the target university before applying.
III. Two Main Application Channels: Complete Process Breakdown
1. Direct Self-Funded Application to Target Universities (Most Common for Families Residing in China)
This is the preferred channel for most families living in China long-term, and the entire process can be completed within the country. The general process is as follows:
- Check the international student admission brochure of the target university to confirm available majors, application deadlines and document checklist;
- Log in to the university’s official international student application system, fill in information online, upload application documents and pay the application fee;
- The university conducts preliminary qualification review, and some majors may arrange online interviews or professional assessments;
- After passing the review, the university will issue an electronic / hard copy admission letter, as well as the Visa Application Form for Foreign Students Studying in China (Form JW202, applicable to self-funded students);
- Bring the admission documents to the local Exit and Entry Administration Department to apply for a residence permit for study purposes. Those already holding other types of residence permits in China may convert the permit domestically in accordance with regulations.
Common application documents generally include:
- Scanned copy of the information page of a valid passport;
- High school graduation diploma (or pre-graduation certificate) and complete high school academic transcripts;
- Language proficiency certificate (HSK / IELTS / TOEFL, etc.);
- Personal ID photo, financial guarantee certificate, certificate of no criminal record, and Physical Examination Record for Foreigners;
- Documents not in Chinese or English must be accompanied by notarized Chinese or English translations.
2. Chinese Government Scholarship Application
Suitable for students with excellent academic performance. The scholarship covers tuition fees, accommodation fees, living expenses and comprehensive medical insurance. The official application portal is the Study in China official website (www.campuschina.org).
- Application channels: Applicants may apply through the Chinese embassy / consulate in their home country. International students already studying at Chinese universities may apply through their current institution.
- Key requirements for the 2026/2027 academic year: CSCA test scores are mandatory for undergraduate programs; applicants must contact the intended university in advance to obtain a pre-admission notice.
- Application timeline: The application deadline in most countries falls in mid-to-late February each year. It is recommended to prepare documents six months in advance.
IV. Special Reminders for Families Residing in China
Residence permit conversion
: If your child currently holds a non-study residence permit such as a family reunion residence permit, you must promptly go to the Exit and Entry Administration Department to convert it to a study residence permit after receiving the admission letter.Retention of residence records
: Families eligible under the category of "born foreign with one Chinese parent" or those who obtained foreign nationality through immigration must sort out their child’s entry and exit stamp records in advance to ensure compliance with the 2-year overseas residence requirement, to avoid failing the qualification review.Notarization and translation of documents
