Foreign nationals who meet one of the following criteria may apply for permanent residency in China:
① Investors who have invested in China with a total paid-in registered capital of no less than USD 2 million (maintained at this level for three consecutive years).
② Investors who have invested in central China with a total paid-in registered capital of no less than USD 1 million (maintained at this level for three consecutive years).
③ Investors who have invested in western China or key counties targeted for poverty alleviation and development, with a total paid-in registered capital of no less than USD 500,000 (maintained at this level for four consecutive years).
④ Investors who have invested in encouraged industries as outlined in the "Catalog of Industries Encouraged for Foreign Investment" issued by the state, with a total paid-in registered capital of no less than USD 500,000 (maintained at this level for three consecutive years).

Foreign nationals who hold positions such as Chairman, Vice Chairman, General Manager, Deputy General Manager, or higher-level positions, or who possess titles such as Associate Professor, Associate Researcher, or other equivalent senior titles, in one of the following five types of organizations, and have continuously held such positions for at least 4 years, with a cumulative residence in China of no less than 3 years within those 4 years, good tax records, and who abide by Chinese laws, are in good health, and have no criminal record, may apply for permanent residency in China:
1. Research institutions affiliated with various departments of the State Council or people's governments, or public institutions with administrative management nature or functions. |
2. Key higher education institutions |
3. Enterprises and institutions that implement national key engineering projects or major scientific and technological projects. |
4. High-tech enterprises, encouraged foreign-invested enterprises, foreign-invested advanced technology enterprises, or foreign-invested export-oriented enterprises. |

Foreigners working in China, who have worked continuously for 4 years and actually lived for at least 6 months each year, whose annual wage income is not less than six times the average wage of urban employees in the region where they worked in the previous year, and whose annual personal income tax payment is not less than 20% of the annual wage income standard, and who comply with Chinese laws, are healthy, and have no criminal record, can apply for permanent residence of foreigners upon the recommendation of their current work units, and their foreign spouses and minor children can apply with them.
